The Office of the Treasury Registrar (OTR) was
established as a Corporation Sole under
the Treasury Registrar Ordinance Chapter 418 of 1959
and Treasury Registrar (Powers
and Functions) Act CAP.370 of 2002 as amended in 2010.
The Office is responsible for
holding all investments comprised of paid up capital
of Public and Statutory Corporations
as well as in private investments where the Government
owns shares or interests in trust
for the President and for the purposes of the
Government of the United Republic of
Tanzania. Previously, OTR existed as a Division under
the Ministry of Finance. Currently, it
is an autonomous Office implementing its roles and
functions in supervising Public and
Statutory Corporations (PSCs).
The Office of the Treasury Registrar now invites
applications from qualified Tanzanians to
fill the following vacant position:
1. Job Title: Management Analyst II
Report to: Director of Management Services Division
Post: 1 (One)
(a) Entry Qualifications
Holder of Degree in Public Administration, Human
Resource Management,
Business Administration, Manpower Planning or its
equivalent from any
recognized institution.
(b) Main Duties & Responsibilities
(i) To carry out Management Service Activities;
(ii) To conduct Management analysis and Management
Audit;
(iii) To facilitate in analyzing business plans and
strategic plans and
recommend for approval;
(iv) To update record of number of employees in the
government
institution Payroll;
(v) To compile annual Personal Emoluments Estimates
submitted by
Government institution;
(vi) To collect and compile information for the Human
Resources data
bank for Government Institutions;
(vii) To facilitate in conducting organization
analysis and put forward
recommendation;
(viii) To conduct Human Resources Audit;

2. Job Title: Management Consultant
Report to: Director of Management Services Division

(a) Entry Qualifications
Holders of Master’s Degree in Human Resources
Planning, Public Administration,
Human Resource Management, Business Administration,
and Manpower Planning
from any recognized institution and must have a Post
Graduate Diploma in
Management Services with at least thirteen (13) years’
working experience.
(b) Main Duties & Responsibilities
(i) To Advice the Head of section to recommend on
approval of
organization structure and staffing requirement of
government
Institution;
(ii) To make follow up on implementation of approved
Voluntary
Agreements, Organization Structures, Scheme of
Services, Staff
Regulations ,Salary Structure and Incentives Packages
of the
government institutions;
(iii) To advice the Head of section to approve
circulars and directives on
matters related Human Resources and General staff
welfare of
government institutions;
(iv) To advice the Head of section to recommend on
approval of
incentive package, fringe benefits and allowances of
Government
instructions Organization structure, Schemes of
Services and Salary
Structure;
(v) To advice the Head of section to Issue Circulars
and government
directives on matters pertaining to productivity
Improvement and
efficiency;
(vi) To make a follow up on compliance with Treasure
Registrar
Ordinance and public corporations act and other
Government
directives;

(b) Main Duties & Responsibilities:-
(i) To prepare payment vouchers;
(ii) To prepare income and expenditure reports;
(iii) To make batching of payment vouchers as per
Cashbook;
(iv) To keep batches of Payment Voucher, Cashbook and
Exchequer
Receipt Vouchers;
(v) To maintain Petty Cashbook and Register;
(vi) To maintain incoming and outgoing cheque
register;
(vii) To assist in preparation of financial reports.

4. Job Title: Procurement Officer II
Report to: Head of Procurement Management Unit

(a) Entry Qualifications
Holder of Bachelor Degree in Procurement and Supplies
or Professional III offered
by PSPTB and must be registered by PSPTB as Graduate
Procurement and
Supplies Professional.
(b) Main Duties & responsibilities
(i) To prepare tender advertisement
(ii) To issue approved tendering and contract
documents;
(iii) To communicate with user Departments on
procurement needs
(iv) To collect and maintain market price data base on
various products
(v) To verify all payment vouchers
(vi) To manage archive records of the procurement and
disposal
process;
(vii) To carry out other duties related to his/her
field as assigned by
immediate supervisor.

5. Job Title: Finance Management Officer II
Report to: Director of Investment Division
Post: 3 (Three)
(a) Direct Entry Qualifications
Holder of Bachelor Degree in Economics, Finance,
Accounts, Statistics or its
related fields from a recognised
University/Institution.
(b) Key Duties and Responsibilities
(i) To make follow up on timely payment of dividends
and remittances
from public and statutory corporations;
(ii) To analyze financial statements and investment
requirements,
Government loans and guarantees provided to Public and
statutory
corporations and provide recommendations;
(iii) To maintain an updated data bank of investment,
loans and
guarantees in Public and Statutory Corporations;
(iv) To record and update asset register owned by
Public and Statutory
Corporations;
(v) Analyze and advice on various audit reports from
PISCs;
(vi) To carry out other duties related to his/her
field as assigned by
immediate supervisor.

6. Job Title: Economist II
Report to: Head of Planning Unit

(a) Entry qualification
Holder of Bachelor Degree in statistics, Economics,
Planning or its related fields
from a recognized University/ Institution.
(b) Key Duties and Responsibilities
(i) To compile budget estimates of Public and
Statutory corporations
according to issued budget framework guideline;
(ii) To prepare office contributions to the Budget
Speech and Annual
and Annual Economic Report;
(iii) Compile Treasury Registrar’s projects, work
plans and monitor
implementation;
(iv) To review PICs strategic and business plans;
(v) To review and recommend on PICs Action Plans;
(vi) To propose strategies for improving performance;
(vii) To carry out other duties related to his/her
field as assigned by
immediate supervisor.
